The management of Sierra Leone Ports and Harbours Authority (SLPHA) has consistently upheld its responsibilities to the nation by contributing Le 100 million annually to the consolidated fund, generated through its revenue from concession and royalties. This contribution underscores SLPHA’s commitment to strengthening the national economy through efficient port operations and services. As part of its ongoing efforts to reform and stimulate growth, SLPHA is focused on enhancing its role in facilitating international trade and fostering economic development. Its mission is clear: to provide, operate, maintain, improve, and regulate port facilities that best serve the public interest. This vision is aligned with delivering effective and efficient port services, with a strong emphasis on safety, security, and environmental responsibility. In line with its goals, SLPHA continues to invest in its infrastructure and workforce, with a dedicated team of 359 professionals committed to delivering top-tier services. The organization also takes into account the ongoing concessions with Freetown Terminal Ltd, Nectar SL Bulk Terminal Ltd, and Slipway Services to Holland Shipyard, all of which contribute to increased revenue and better service delivery. The government’s 20% stake in Freetown Terminal Ltd further reflects the public-private partnership model that drives growth and sustainability within the sector. SLPHA’s commitment to enhancing the corporate image of the port extends beyond national borders, positioning Sierra Leone as a key player in regional trade. SLPHA’s strategic objectives include eliminating waste, improving customer service, and expanding port infrastructure. These initiatives will further enhance the port’s ability to serve the needs of international trade, increase revenue generation, and support economic growth. Building capacity within the workforce and continuing to develop world-class port facilities are key to ensuring that SLPHA remains competitive and efficient in the global market. Looking ahead, SLPHA has unveiled a comprehensive five-year strategic plan (2024-2028) designed to build upon its successes and take the organization to new heights. This plan aligns with the National Development Plan and the President’s Five Game Changers, focusing on key performance indicators to ensure progress and achievement of strategic goals. SLPHA plays a crucial role in Sierra Leone’s economy, overseeing nearly 99% of cargo movement through the country’s ports and harbours. This makes the authority an indispensable part of the national economy, contributing significantly to GDP through its facilitation of international trade. For 2025, SLPHA anticipates revenue streams from several key areas, including Marine Services, Stevedore (Liquid Bulk), Container Terminal Throughput Fee, Break Bulk Throughput Fee, Marine Slipway Throughput Fee, and other income sources. While the authority has made tremendous strides, it also faces challenges that need to be addressed in the coming years. Key priorities include the rehabilitation of jetties and berths, dredging operations, installation of navigation aids, procurement of tug boats and pilot boats, and the construction of new administrative facilities. Addressing these challenges will ensure that SLPHA continues to meet the growing demands of international trade and contributes even more significantly to Sierra Leone’s economic growth and development. SLPHA remains committed to providing exceptional service, expanding its capabilities, and supporting national development through strategic investments and partnerships.
