With Unprecedented Revenue Growth… NRA Boss Celebrates Achievements
As the NRA Commissioner General marked her two-year tenure on December 4th, 2025, the occasion provided not only a moment of celebration, but also a deeper reflection on how her leadership—guided, as she acknowledges, by God—has shaped the institution’s progress and strengthened national revenue administration.
Although the revenue landscape has always been challenging, domestic revenue nevertheless rose to NLe 14.560 billion in 2024, representing a 44.2% increase from the NLe 10.100 billion recorded in 2023, a result that demonstrated a combination of enhanced policy enforcement, stronger compliance, and improved administrative systems. As the tax effort grew by 2.7 percentage points, broader compliance gains followed: Large Taxpayer filing increased from 79.3% to 83.3%; Medium Taxpayer filing improved from 54.6% to 66.2%; while Corporate and Personal Income Tax filings, averaging 79.8% and 78.2%, respectively, showed how taxpayer responsiveness continued to rise. PAYE compliance, which reached 67.6%, further reflected the maturing tax culture under her watch.
In addition to strengthening the revenue trajectory, the Commissioner General deepened collaboration with a wide spectrum of partners—including the World Bank, IMF, AfDB, HMRC, FCDO, ATAF, EU, UNDP, UNECA, and GIZ—whose technical and institutional support helped accelerate reforms.
Under her leadership, Sierra Leone successfully hosted the WATAF 7th High-Level Policy Dialogue and the 21st General Assembly, events that not only elevated the country’s profile, but also strengthened regional tax cooperation. Moreover, as coordination with MDAs, ASSL, ACC, and border agencies intensified, the NRA’s operational network broadened, enabling her to drive nationwide taxpayer engagements and extensive media outreach, while also attaining distinguished appointments to the UN Committee on International Tax Matters and as Board Chairperson of the ATAF Women in Tax Network.
The period was further marked by substantial reforms, including the completion of the NRA’s first data warehouse, which integrated ITAS, ASYCUDA, ECR and NTRS, thereby enabling more reliable analysis and decision-making. As excise tax stamps, fuel marking, and the N-Soft revenue assurance platform were implemented, transparency in key sectors expanded. The NTR Mobile Payment App, which was extended to additional agencies, and the automation of the vehicle circulation levy, signalled the Authority’s shift toward more efficient digital processes.
Meanwhile, the completion of a new financial reconciliation system, together with the review of ITAS–Bank integration, enhanced internal controls. Alongside these, the development of a Compliance Risk Management Framework and a Business Continuity Plan reinforced the institution’s resilience.
